I'm sorry for any inconvenience, but I cannot allow myself to send any examples of my work to further encourage your schizophrenic behavior, what was that zip code again?
I went ahead and sent them a packet anyway. It's only $1.08 in postage.
I think the letter can be translated to be created by the editorial department, then passed up for approvals where they realize many of the submittors would likely be subscribers, therefore, don't totally discourage people or they might stop buying the magazine.
Why not start an online petition to get them to publish your stuff?

It's gets more interesting. Covering all my bases, I sent a query letter to a second address I had for them, and they responded, but in that letter, they give a different address for submissions.
